I have a golden retriever. About two days before 'that time of the month' for me or my mom he pesters us to death. Is there something I can do?

Get him neutered.
There are numerous health benefits from neutering, not to mention you'll help control the animal overpopulation crisis.
Also, he'll probably stop "pestering" you.
Neutering is the responsible thing to do.

If he isn't neutered already yes have him cut. If he is neutered and still does this, dry humping is also a form of dominance.

Unneutered male dogs are also far more prone to behavioral issues, especially agression...plus the likelihood of him developing prostate cancer is very high. If you dont intend on breeding (and if you do, make sure you're prepared to have upwards of eight newborns in the house for at least two months), there's no reason not to neuter.
I can recommend a vet that is extremely reasonably priced for their neuters if money's a factor :)

Wait, are you serious? Are you talking about neutering?
Neutering is such a common procedure these days... and it's the only way to go. If you have a pet that doesn't have good OFA scores, doesn't have pennhip testing, or doesn't have any conformation/working titles, there is absolutely no reason you should be breeding him out. In fact, if you did, you would be doing a disservice to the breed.
Here's a good read; http://www.hsus.org/pets/pet_care/why_you_should_spay_or_neuter_your_pet.html
And also, talk to your veterinarian about the procedure.
You can also find low cost/free spay and neuter clinics.

Is this the first dog you've owned? A responsible dog owner would neuter their animal.
