Stubborn Shitzhu

Hi, I have a 7 month old shitzhu and cannot train her for any money in this world. She is very stubborn and will not learn not to use the bathroom in the house. I've tried pet pads, etc., but cannot afford professional help?
Any advice on how to train this puppy?
