Press (just once) Control + Alt + Delete, then click on the "processes" tab. This is for Windows XP ...Control + Shift + Esc will do the exact same thing.

Any other advice?

Some spyware can intercept combination keystroke... So, you should scan your computer with a good antispyware.

I suggest Adaware by Lavasoft:

Yeah...this might be the act of a spyware. they often disable most administrative options. they may even disable all scanning of your pc.

in that case, get your hard drive scanned by plugging it into another computer having windows and an antivirus software!

Click Start, choose Run, type msconfig, go to the startup tab, disable all, then reboot. This will disable a lot of software from starting up and causing trouble. Then run Avast!, spybot, adaware to remove bad stuff...all at download.com. If needed, go back and enable (check) software in msconfig that you need (most is not).

You have not identified what OS is in question. If you are using Win95/98 or ME, there is no task manager so Ctl-Alt-Del is not going to produce one.
Also, you fail to mention if you get "anything" on your monitor when you press Ctl-Alt-Del. That information would be helpful.

Now... assuming that you are using WinXP, do a search for the following: C:\windows\system32\taskmgr.exe, if you cannot find this file, it has likely been obliterated by one of many virii which disable Task Manager as a means to prevent you from unloading them from memory.
If you do find the file, then try typing taskmgr in your "run box." If you are successful in running task manager in that manner, then there is perhaps a problem with your keyboard in relation to this key combinaton.

There are various registry entries that could be checked out in relation to this issue, but... poking around in your registies if you do not know what you are doing can lead to even more serious issues... so I believe I will decline to go there.
